Preparation
- Heat the oil in a medium pot or pan over medium-low until it shimmers. Add the onion, and cook, stirring constantly, until translucent, about 30 seconds. Add the bell peppers, and cook, stirring constantly, until softened, about 30 seconds. Add the garlic, scallion, and crushed allspice berries, and cook, stirring constantly, for about 30 seconds, or until fragrant.
- Sprinkle the all-purpose seasoning over the mixture in the pot. Stir in the cabbage and carrot. Cook over medium-low, stirring often, until well incorporated and the cabbage begins to soften, about 2 minutes.
- Reduce the heat under the mixture to low. Add the water, thyme sprig, and Scotch bonnet pepper. Cover and cook for 5–7 minutes, until the cabbage mixture reaches your desired tenderness. Serve.
